SDGF&P Missing the Point

Little surprise here the state endorsed the commisioner’s decision to raise the Black Hills cougar hunting quota. However, Kleppe v New Mexico determined that wildlife populations originating from federal property remains federal property under federal protection. The point that there is no groundswell for allowing the cats to roam the rest of the state, that they may be taken virtually at any time, conflicts with federal wildlife regulations.
